Hugh began his career in Real Estate as the Research Director for Paragon Properties, one of the largest commercial real estate brokerage firms in Austin. Hugh advanced his career as a Financial Analyst in the Land Management Division of Nash Phillips/Copus, the largest homebuilder in the state. In 1997, Hugh accepted a position with the Balcor Company in Skokie, Illinois as a Senior Underwriter for acquisitions and underwrote approximately $100 million of investments in apartments, office buildings, mini-warehouses and mobile home parks. While with Balcor, Hugh relocated to assist with the $35 million renovation of the Mall of the Americas, beginning his career in real estate development. This experience led to his appointment as Director of Development with Goodman Segar Hogan in 1989. While at GSH, Hugh was the lead developer and landed several retail construction and renovation projects with a value in excess of $25 million. Projects included: Newmarket Fair Mall in Hampton, Southern Shopping Center and Roosevelt Gardens Center in Norfolk, and several other residential and retail projects throughout Hampton Roads. Hugh joined Liberty Property Trust in 1994 and participated in the acquisition, development and leasing of over $120 million in projects. Hugh’s primary responsibilities included the development of 10 office, industrial and data center projects. Hugh formed EMPIRE DEVELOPMENT in 2000 and has assisted a wide range of clients with over a dozen projects totaling more than $25 million. Hugh’s efforts include development, brokerage and consulting services for retail, office and office/ service properties from Hampton Roads to Fredericksburg, VA.

Christine joined EMPIRE REAL ESTATE in 2011 and is currently representing clients in the multi-family, retail, office and industrial markets. Christine’s efforts include development, real estate and consulting services in these markets throughout Virginia. 

With more than 14 years in the real estate development field, Christine possesses solid experience involving development, acquisitions, entitlement work, site identification and analysis, feasibility studies, market research and plan review. As a former senior planner in the City of Chesapeake and Director of Planning and Zoning in Florida, she brings the perspective of an insider to all of her projects. Her real estate development and land acquisition work at the Dragas Companies and at Waverton Associates, along with her acquisition and consulting services currently at Empire Real Estate rounds out her diverse real estate experience with the public and private sector.

Christine began her career as a Planner in Santa Rosa County, Florida. She quickly advanced her career through the department to the Zoning Administrator and then to the Planning Director. After moving home to Virginia, she took a position with the City of Chesapeake as Senior Planner. In all of these roles, Christine represented the City and County to local, state and federal government boards and wrote reports, zoning ordinances and comprehensive plans. She also evaluated real estate development requests and made recommendations to the various boards. While with the Dragas Companies, Christine assisted with acquiring, rezoning and permitting seven projects, as the Planning and Business Development Director,including 530 multi-family housing units which generated $600 million in revenue over 2 years. As the Vice President of Acquisitions and Development at Waverton Associates, Christine successfully acquired, entitled and permitted 6 projects valued at $84 million; including a 308 unit apartment community, 256 single-family lots, 160 town home lots and a 300 acre industrial park.
